NASC Express Reservation Over Indiscriminate Staff Postings At States Assembly Service.

The National Assembly Service Commission has frowned on the tendency of posting staff to and out of the legislative service by the executive arms of some state governments, saying the act was detrimental to the independence and growth of the legislative service in Nigeria.

The Executive Chairman of the Commission, Engr. Ahmed Kadi Amshi who made this declaration today, also lauded the Kaduna State Governor, Nasiru El-Rufai not only for signing into law a bill for legislative autonomy, but also reconstituting the Kaduna State Assembly Service Commission shortly after the expiration of the tenure of the immediate past Commission.

Amci made this remark today, Wednesday, November 17 when the newly reconstituted board of the Kaduna State Assembly Service Commission came on a study tour of the National Assembly Service Commission, Abuja.

Engr. Amshi used the occasion to laud the Kaduna State Government for successfully hosting the 8th NASCs/SASCs Conference which held in Kaduna last September.

He also expressed confidence over the appointment of Dr Habu as the Chairman of the Kaduna State Assembly Service Commission, saying that Dr Habu was a prolific writer, an astute administrator and good manager of personnel who could use his vast academic prowess to move his state’s legislative service forward.

The Chairman of the Kaduna State Assembly Service Commission, Dr Ishaya Habu, who led the delegation, stated that the delegation had come to the NASC to understudy it’s workings and procedures with the intention to adapt them for the smooth takeoff of the Kaduna State Assembly Service Commission.

He listed areas of interest to include: mode of discipline of legislative staff, NASC’s relationship with the lawmakers,. NASS Management, NASC Management, external donors, Staff administration, and sources of funds and fund administration, among others.

The Directors of the NASC had earlier tutored the visiting delegation on the nitty – gritty of legislative service administration.

Dr. Habu retired from the National Assembly Service as Director of Personnel and has been a lecturer in a university before his appointment as Chairman of the Kaduna State Assembly Service Commission.
