The Honourable Minister of Education for State, Mallam Adamu Adamu, has been charged to launch an investigation into the reckless activity of the Joint Matriculation Examination Board ( JAMB ) Registrar, Professor Is- haq Oloyede, over an allegation of fraud, corruption and desecration of the code of conduct of Public Office.
A civil society organization: Transparency for Advocacy Development Initiative (TADI) in collaboration with Integrity & Transparency Watchdog in a petition dated separately on 21st August 2022 and on 26th July 2022 made this call to the office of Honourable Minister of Education, Mallam Adamu Adamu.
In a seven count charges with various sub headings, the civil society organizations accused Professor Is-haq Oloyede, of the following:
1. Violation of Treasury Single Account ( TSA) guidelines where Professor Is-haq Oloyede, made direct payments to the accounts of some of his Allies with particular reference to the Board’s Director, Finance & Administration ( DFA), Mr Mufutau Bello, JAMB’s Public Relation Officer ( PRO ), Dr Fabian Benjamin , and that of Mr Fasasi Adebayo Suberu.
2. Violation of the public procurement Act 2007 where the personal accounts of 36 states Directors plus Director of Federal Capital Territory ( FCT ), as well as accounts of 7 professionals test Centres were directly credited from TSA.
3. Illegal Recruitment Exercise ( 2018 and 2021 ) where Professor Is-haq Oloyede, reportedly recruited 200 staff in 2018 and 300 staff in 2021 all without advertisements to give opportunity to other Nigerian jobseekers but for the sole motive of selling the said job.
4. Deliberate removal of the experience hands in the Finance & Accounts Department where experienced staff were redeployed to the outstations leaving DFA as the Sole Administrator without Deputy and this has been the situation since 2018.
5. Engaging in purported corporate social responsibility ( CSR ) which Independent Corrupt Practice & other related offenses Commission ( ICPC ) prohibited Ministries, Departments & Agencies ( MDAs ) from indulging in it.
6. Under- Disclosure of revenue accruing to JAMB, whereas candidates for intake examination in their thousands pay all forms of multiple payments to JAMB under the supervision of Professor Is-haq Oloyede.
7. And Utilization of the retained 20% operating surplus, which JAMB under professor Is-haq Oloyede cannot account for in the last five years.
TADI further challenged Honourable Minister of Education, Mallam Adamu Adamu, why he has not considered it necessary to investigate Professor Is-haq Oloyede, of the above charges brought before him since 26th July 2021 by her sister organization, Integrity & Transparency Watchdog.
TADI who asked Mallam Adamu Adamu to act fast in the investigation of the embattled Registrar of JAMB, Professor Is-haq Oloyede, also copied the petition to the following stakeholders:
Chief of Staff to the President of Nigeria;
Secretary to the Government of the Federation;
Attorney – General of the Federation and Minister of Justice;
Chairman, ICPC
Chairman, Economic & Financial Crimes Commission ( EFCC );
Accountant- General of the Federation;
Auditor- General of the Federation;
Head of the Civil Service of the Federation;
Chairman, Federal Civil Service Commission,
Chairman, Senate Committee on Finance; and
Chairman, Senate Committee on Public Accounts.
