DCP Rabi Umar possesses several qualities which make her particularly well suited for the position of the Force Education Officer. To begin with, she is a woman of action. Before her present posting as the Force Education Officer, she has served in various departments and formation of the Nigeria Police. They include the welfare department, a place that took her over eight years, the Police Pension and in the office of the Force Secretary. These are positions of trust and still no complaint of professional inappropriateness.
Beside her determination and toughness to realise the dreams of her department, Rabi Umar is renowned for firmness; she is an officer of supreme patience, dogged in her refusal to give up for what she believes is right. This attribute would always stand her out, especially among her colleagues and peers. It is also a known fact that DCP Umar does not take unilateral decision in her administration, she involves all her colleagues, no matter the rank, so long as she can get the best out of them, a position many say, there has been nothing like it before in the Force Education department and never think there would be anything remotely like it.

Nigeria Police under the stewardship of IGP Mohammed Adamu has no place for favouritism and incompetency, and therefore could not have retained DCP Rabi Umar in her position if there was nothing positive in her contribution to the lifting of the Nigeria Police to higher heights.
What is important is that Rabi Umar has walked up right in all her endeavours as a police officer and is still walking sure to absolute professionalism and that has earned her the new rank of Commissioner of Police.
