Communique: ICDA Constitutional Review Committee.

 

The Igala Cultural and Development Association Constitution Review Committee (ICDA-CRC) was set up by the Caretaker Committee of the ICDA by its Chairman, Comrade Emmanuel Enemona Omata on 22 October, 2021. The Caretaker Committee which was inaugurated by HRM, Michael Ameh Oboni II, was consequent on dissolution of both the Executive and the Board of Trustees (B.O.T) of the ICDA before he went hunting expedition.

The constitution review exercise is aim strengthening the Igala Cultural and Development Association to be at par in terms of clout, power and authority to promote peace, unit and development of the Igala Nation and its people like the Ohaneze Ndigbo, Afenifere, Nzor Wu Tiv, Ngwang Ishiaka O Tarok, Ihotu Kai Idoma and many others Cultural Associations in Nigeria.

In order to gain respect for the leadership of ICDA, minimum of 50 years and maximum of 70 years of age is prescribed for the positions of President, Vice Presidents, Secretary and Treasurer of the ICDA. To ensure the Association demonstrates integrity and acceptance, only people of independent means and mind, like professionals, and possibly retired civil and public servants not below the Directorate level in the civil or public service or equivalent should be allowed to hold offices.

They should be people who have the ability to speak truth to power and must, sign undertaking not to go into partisan politics or when they do, they must resign their positions in ICDA. Those who aspire to be ICDA executives must not belong to any political party or must have resigned their membership of any political party, at least one (1) year before their election into any ICDA leadership positions.

They would also be expected to serve for a single term of four years only, without any option of re-election.

The reviewed constitution also provides that the funding of ICDA for now, should come from volunteers from Igala patriotic and nationalistic individuals, until ICDA gains acceptance and influence.

To gain the trust and confidence of the Igala people, to willingly fund the Association and that their contributions would not be misappropriated, a transparent and clear accountability system establishment and run. In a similar vein and to ensure probity, there should be background checks on all members aspiring to hold responsible positions in of ICDA before their appointments are confirmed. Similarly, there shall be in place new financial guidelines/regulations to guide would be ICDA Executives.

The Igala Cultural and Development Association Constitution Review Committee (ICDA-CRC), was chaired by Amb. Ali Ocheni, had eight (8) weeks to complete the review exercise. The committee had Odiba Alewo James as its Secretary and Barr. Hamza Adejo as the Assistant Secretary. Members of the ICDA-CRC include Prof. Patrick Audu, Dr. Sekuru Mohammed, Engr. Tijani Abu Ademu, Comrade Emmanuel Enemona Omata, Abdulmalik Idris, HRH. Sani Yakubu Ejima, Mr. Inah Isaac, Prince Atabo Ijomi King, Mr. Umar Usman and Hon David Ogu.
