Ahmed Kadi Amshi FNSE @ 68: A Celebration of Administrative Achievements At NASC

 

The National Assembly Service Commission NASC under the leadership of Engr Ahmed Kadi Amshi FNSE had made steady and remarkable progress towards achieving results two years down the line, particularly as it relates to playing a complimentary roles towards robust legislative decisions from the federal lawmakers as an arm of government.

Two years down the line , the commission had assisted in no small measure towards early passage and all year round budget circle that was hitherto eating into half of the subsequent year before 2019, by the 9th Assembly.

Because of the new orientation, reorientation, enabling environment and serene working environment under the new commission, it is on record that budget circle in Nigeria for 2020, 2021, 2022 under the new leadership in NASC and the 9th Assembly had being seamless running from January- December of the year under review.

This giant and progressive feat could not be achieved without a responsible and responsive bureaucrats at the National Assembly Service Commission NASC under the leadership of Engr Ahmed Kadi Amshi FNSE.

Coming from a core civil service background with many decades knowledge, some years experience at the top political echelon of the National Assembly, Kadi had understudy and chatted a new course as soon as his appointment as the substantive Executive Chairman, National Assembly Service Commission NASC was ratified by President Muhammadu Buhari and sworn in February, 2020.

He embarked on wholistic reforms of the commission from rejigging its policies and programs, staff welfare, reward for discipline and hardwork along with recommended reprimand for erring staffers in line with the act that established the commission.

Among many others, he ensured training and retraining of staffers, payment of backlog of entitlements and promotion as well as elevation, taking some drastic decisions on some that had perpetrated themselves in office, even after due for retirement, either by age or year of service.

The courage of the new leadership led to routine changes in the management of the National Assembly, and it’s officials that had also stabilised and sanitized the system devoid of any untoward activities prevalent in the previous order.

NASC under the leadership of Engr Ahmed Kadi Amshi FNSE made a case to the constitutional review committee of the National Assembly to regularise the act establishing the commission in addition to rejigging the state assembly services commission through regular interface, seminars and symposiums in accordance with democratic practice across the globe.

Amshi unique achievements was the ongoing construction of a befitting office accommodation for staffers of the commission who had been enmeshed in logistics problems and lack of office accommodation.

The multi billion naira office accommodation will be due for commissioning before the end of the 9th Assembly, hence bringing to an end payment of exorbitant rates for office accommodation, ressolve logistics problems at the same congestion and lack of befitting offices for many staffs.

The commission also brought on board a transparent procurement process under the current leadership, with adverts and bidding process carried out without any encumbrance or influence from any top Nigerian.

This is in addition to the creation of additional two departments along with others to streamline it’s activities with a view to delivering on its mandate without any hindrances.

The commission in the last two years had being a beehive of activities to foreign counterparts both from African and non- African continent with a view to acquaint and understudy the progress, programs and process of the Nigeria National Assembly Service Commission NASC.

This is also applicable to foreign trainings, workshops, talkshops and seminars embarked by the management of the commission to familiarise with the intricacies of further legislative interface both with the federal lawmakers, staffers and other countries., so as to deepen democratic practice in Nigeria.

This was achieved amid within two years of leadership acumen with indepth wealth of experience and unique disposition.

As you clocked 68 years of age on Monday 9th of May , 2022, we prayed for more years in the continuous services to humanity and your father land.
