Roles Out Digital Data Base For Staffers.
The National Assembly Service Commission NASC Chairman,Eng Ahmed Kadi Amshi FNSE has rolled out a comprehensive revised code of conduct for staffers and promised a robust data base to check staff records.
Engineer Ahmed Kadi Amshi made this statement while delivering his speech in an elaborate ceremony to mark the 20th anniversary of the National Assembly Service Commission NASC held at the commision’s headquarters,Jabi Abuja.
To this end,it will establish a staff clinic in the commision to attend to emergencies and other minor aliments of staff of the commission.

This is in addition to the concluded plans to digitalise staff records and data like the IPPIS and initiate a workable pension scheme for the staffs of the Commission.
He said the commission is poised towards achieving excellence among the staffers as reward for hardwork,dilligence and dedication to duty,therefore on assumption of duty,the current leadership increased departments from Seven (7) to Nine (9)..
The Executive Chairman assured the staffers of the commission of equal opportunity,saying it strongly believe in treating all staffers of the Commission as one united family .
Kadi paid glowing tributes to the NASS like and pioneer leadership of the Commission/commisioners and those that had held forth in the last two decades,saying staffs of the commission who served in the last 20 years are being honored for dedication to duty, diligence, hardwork and discipline.
Amshi maintained that the new commision at inception carried out a backlog of promotion, advancement and other benefits of the staff of the commission that paved way for those stagnated to attain their rightful places.

NASC Chairman stressed that training and retraining of staff was prioritised at the inception of the new commission,promising that it will continue in this trend.
He said the conditions of service was stabilised by implementing the 60 years of age or 35 years in service ,as top management staff position that was hitherto vacant was filled after due diligence inline with the civil service rules.
‘Restoration of stability within the Service by re-visiting/
implementing the retirement age of 35 years of service
or 60 years of age whichever comes first for the staff of
the National Assembly Service;
(iii) appointments to fill the vacant positions of Top
Management Officers in the National Assembly;
(iv) clearing of all outstanding promotions, appeals and
disciplinary cases;
(v) the validation and the implementation of the financial
provisions of the Conditions of Service proposed by the Commission;
(vi) implementation of the National Minimum Wage for
Staff of the Service;’

The new commision according to Amshi has cleared all outstanding financial obligations to the staff of the ommission which also included securing funds for the construction of the new beffiting headquarters of the commision due to commence soon.
‘Clearing of all outstanding promotions, appeals and
disciplinary cases;
(v) the validation and the implementation of the financial
provisions of the Conditions of Service proposed by the Commission;
(vi) implementation of the National Minimum Wage for
Staff of the Service;’
Eng Kadi reminded the staff of the Commission of the cardinal roles of the Commission which included appointment, confirmation,promotion and outright dismissal of staffers.
‘As we are all aware, the power to appoint, confirm, promote,
dismiss and generally exercise disciplinary control over
Officers in National Assembly Service is vested solely in the
National Assembly Service Commission.In this regard, we use
this opportunity to launch a Code of Ethics Booklet to guide
the activities of all the staff of the National Assembly Service.
It is expected that the staff will acquaint themselves with the
provision of this Code of Ethics and abide by them.’
He thanked the current top management and staff of the commission for their readiness to wok inline with the vision and mission of the current NASC.
‘As we march into the 3rd Decade of the Commission, let me at this
point solicit for your support, dedication, understanding and prayers
so that we can achieve all the aforementioned programmes to better
the lot of the Service.
We hereby assure you that we shall abide by the Oath of Allegiance
and Oath of Office administered on us by the President,
Commander-in-Chief of the Armed Forces of the Federal Republic
Of Nigeria and we shall also remain focused in carrying out our
assignment with justice, fairness and equity as our watchwords.’

ON THE OCCASION OF THE 2OTH ANNIVERSARY OF
THE NATIONAL ASSEMBLY SERVICE COMMISSION
HOLDING ON FRIDAY, 25TH JUNE, 2021
PROTOCOL.
➢ It is with gratitude to Allah, the Almighty and most merciful and
indeed a sense of duty that I present this remark at this memorable
occasion of the 20th Anniversary of the National Assembly Service
Commission.
➢ We must all be grateful to Allah for making all of us to be part of
this epoch anniversary. I understand that there is a number of
founding staff seated here, let me use this medium to congratulate
you and thank you for your resilience, hard work and dedication to
the National Assembly Service for the past twenty years. Within the
period, we have lost a few of our dedicated staff, we pray for the
repose of their souls.
➢ I also want to acknowledge and appreciate the past Chairmen,
Honourable Commissioners, Secretaries to the Commission and all
the serving and retired staff for their positive contributions towards
the attainments of the mandate of this Commission so far, May Allah
reward everyone abundantly.
➢ As you are all aware, the Vision and Mission of this Commission
are to build an excellent workforce that will provide support and
expertise to the Legislators with a view to meeting up the challenges
of good Legislation for Democratic Governance and Sustainable
Development; and to ensure the development of excellent
manpower resource that is competent and knowledgeable for the
National Assembly Service. The past Commission have done their
best and the present Commission is willing to continue to work
assiduously in that direction.
➢ Recall that immediately after our inauguration, a Retreat for the
Commission/Management of NASC was held at Uyo, Akwa Ibom
State, which enabled us to digest and understand our mandate and
familiarize with the operations of the Service. Thereafter, we faced
the assignment with zeal and determination.
➢ Despite the Covid-19 Pandemic, we are able to make modest
achievements, some of which are:
(i) expansion of the Establishment structure of the
Commission from seven (7) to nine (9) operational
Departments to facilitate a more effective and smooth
operation of the Commission and also to provide the
opportunity for upward movement of staff;
(ii) restoration of stability within the Service by re-visiting/
implementing the retirement age of 35 years of service
or 60 years of age whichever comes first for the staff of
the National Assembly Service;
(iii) appointments to fill the vacant positions of Top
Management Officers in the National Assembly;
(iv) clearing of all outstanding promotions, appeals and
disciplinary cases;
(v) the validation and the implementation of the financial
provisions of the Conditions of Service proposed by the Commission;
(vi) implementation of the National Minimum Wage for
Staff of the Service;
(vii) renovation of the front façade of the Commission’s
Office Complex and creation of a reception hall within
the Office Complex;
(viii) securing funds for the NASC Permanent Office Complex in the 2021 budget
.➢ The 5th Commission, with God’s guidance intends to continue to:
(i) improve on the welfare of staff of the entire National
Assembly Service;
(ii) encourage and pursue regular training and re-training of
staff of the Service.
To this effect, the implementation of
the training manual for the entire Staff of the Service will
be vigorously pursued;
(iii) vigorously pursue the construction of the NASC
Permanent Office Complex and to see to its likely
completion within its tenure;
➢ The Commission further plans to:
(i) establish Staff Clinic within the premises of the
Commission for treatment of minor ailments and offer
first aid services during the working hours;
(ii) carry out staff verification/Digitalization of Data Base &
Integrated Personnel Payroll Information System
peculiar to the Service;
(iii) ensure the introduction of peculiar Pension Scheme for
the Service;
(iv) continuously improve on the morale of the personnel so
as to project the good image of the Service.
➢ As we are all aware, the power to appoint, confirm, promote,
